Director of Contract Services

Director of Contract Services Position: Directs and monitors all service delivery activities related to current and future Welfare-to-Work contracts for Goodwill Industries of the Greater East Bay.  Develops new service contracts to expand the department’s contract and service base.  Supervises contract management staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Insures compliance with all contract requirements, including recordkeeping, invoicing and achievement of contract service goals.

Insures compliance with all applicable government regulations related to the execution of department contracts.

Develops new service contracts and other funding opportunities to expand the department’s revenue and service base (Alameda, Solano and Contra Costa Counties).

Manages or prepares written funding proposals and other funding requests as needed.

Responsible for contract-related statistical reports required to assess progress toward attainment of contract goals.

Provides hand-on technical support to contract managers on all contract-related issues.

Acts as liaison with contract funding sources such as County or City staff.

Develops and administers annual financial plan. Insures operation within authorized limits. Monitors monthly P&L expenses. Prepares variance reports for senior management review.

Insures compliance with relevant Agency accreditation standards as they apply to areas of responsibility.

Provides daily supervision of contract management team and back-up for managers who are sick or on vacation, as needed.

Represents the Agency at meetings, on committees, or other Agency functions as directed.

Requirements

1.  Minimum of Bachelor’s Degree in related field, or a combination of equivalent experience and education.

2.  Minimum seven (7) years experience managing government contracts; experience managing welfare-to-work contracts essential.

3.  Broad-based knowledge of funding and alliances required to sustain workforce development programs.

4.  Knowledge of government funding and regulations affecting contract compliance to include CFR and A-130 regulations.

5.  A minimum of three (3) years supervisory experience working with diverse staff and a diverse client population.

6.  Demonstrated ability to prepare effective written proposals for funding applications, grants and similar fund development instruments.

7.  Must have valid California Drivers License, acceptable driving record, proof of insurance and reliable transportation.

8.  Successfully pass a criminal background check.

SPECIAL SKILLS OR ABILITIES:

A business orientation with a strong entrepreneurial spirit, experience in marketing and building public support for programs, and an aptitude at crafting proposals and partnerships with a broad understanding of negotiating and implementing productive alliance partnerships.

Management-level communication skills including writing, speaking, listening, statistical analysis, and problem solving.

Computer literacy to include standard Microsoft applications such as Word, Excel, PowerPoint and Outlook.

Self-starter, ability to work independently and with teams.

Ability to meet deadlines and target outcomes.

Knowledge of community agencies, social and health services and workforce development programs.
